An experienced and dynamic procurement and contracts specialist is required to implement procurement and contracts systems in Northern Sydney Local Health District and meet procurement savings targets.  NSLHD is one of the largest Health Districts in NSW with an addressable procurement spend of over $150M per annum.  This will be a great opportunity for a person who is driven to improve systems and show success in procurement.

What you'll be doing

The Strategic Procurement and Contracts Manager will drive and implement key procurement and contract strategies across NSLHD, perform complex strategic procurement analysis and reporting to identify opportunities for best practice contract and procurement management, identify cost savings by interrogating procurement systems, performing spend analysis and exploring contract opportunities.

The position will ensure procurement and contract practices have high level controls in place to manage the organisation's procurement and contract risk, to reduce the likelihood of fraud and to ensure supply of goods and services to essential services areas meet operational demands.

The position will be responsible for applying a whole-of-government approach to procurement planning and contracts management with the implementation of strategies to leverage the District's total spend and identify opportunities for more cost effective and efficient procurement.

The role will require widespread stakeholder engagement and also ensure compliance with procurement and contract policies and guidelines while seeking to adopt innovative, best practice procurement solutions.

Employees must abide by the NSW Health Code of Conduct. Criminal record checks will be undertaken on successful applicants and applicants for positions designated as Category A will be required to obtain required vaccinations prior to commencing employment. 

Candidates will need to meet the following criteria:

  1. Consistently demonstrates behaviours that reinforce the CORE Values of our organisation; Collaboration, Openness, Respect and Empowerment. Demonstrates these behaviours with all stakeholders; colleagues, direct reports, as well as our patients and consumers, and those that care for them.
  2. Tertiary qualifications in procurement, contracts, legal, business management or related field and/ or equivalent professional experience.
  3. Extensive procurement and contracts management experience with demonstrated ability to drive procurement and contracts process changes across an organisation.
  4. Demonstrated experience with procurement and contracts lifecycle strategies including initiation of procurement strategies and contract performance management.
  5. Demonstrated ability to work collaboratively with a range of stakeholders to achieve performance outcomes.
  6. Demonstrated capabilities in spend analysis and category management to initiate and drive procurement and contracts savings.
  7. Understanding of contract probity issues within a government setting and ability to calculate and minimise risk within procurement and contract management systems.
  8. Excellent communication, interpersonal and management skills with a proven ability to negotiate and resolve conflicting views to achieve required outcomes.
