OVERVIEW

The Optima Consortium for Decision Science, Ltd. is an international leader in allocative efficiency decision science and disease modeling.  The Consortium is comprised of a partnership of global leaders in epidemiology, mathematical modeling, cost-effectiveness, with experience applied to infectious diseases (such as HIV, TB, malaria, viral hepatitis), other areas in health (such as MNCH and UHC) and emerging in areas of global development. The Consortium consists of a network across multiple academic institutions including the Burnet Institute, University College of London, The University of Geneva and The University of Copenhagen.

The vision of the Consortium is to improve global health and development outcomes through better decision making in health resourcing and programmatic implementation choices. We achieve that goal by ensuring that decision makers have access to, and utilize, high quality decision-making tools and building the capacity of stakeholders to use the tools as a basis for decisions.

The Consortium works directly with international funding agencies, country governments and other key stakeholders to provide evidence-based  recommendations on allocative and implementation efficiency across multiple health and development areas. The Optima approach has been used in over 50 countries across Africa, Europe, Asia and South America. We are looking to fill a number of positions within the Consortium for individuals to directly assist with the high demand of country applications and continued development of the Optima tools.

PURPOSE

Working with the World Bank, international health agencies, and country governments, the position holder will:

• Lead real-world analyses to inform political and budgetary decisions to maximise health / development outcomes and/or minimize the cost of interventions;
• Provide direct modeling and/or analytical support to governments and donor partners to optimize resource allocations and efficiency in the heath and/or development sectors;
• Facilitate and participate in training and workshops in a wide range of countries;

Lead a team of mathematical modelers, economists, computer scientists, epidemiologists, and health policy experts on the conceptual development of mathematical and economic models of epidemics of communicable and non-communicable diseases, and development sector models, predominantly in low- and middle-income countries.

RESPONSIBILITIES:

Your responsibilities will include:

• Collate, curate, and interpret complex, big or scarce datasets from published and unpublished sources for use in modeling applications
• Use the Optima suite of analytical tools (with graphical user interfaces) and other well-known analytical tools (e.g. Excel, R/Python coding) to produce modeling results pertaining directly to policy and programming questions at the country level in health and development
• Communicate directly with key stakeholders including donors, other technical partners, and government representatives
• Oversee the preparation of documentation required for project initiation, including scope of work and technical supporting documentation
• Attend and present at major international meetings, conferences, and teleconferences with national and international stakeholders as required
• Travel and contribute to international training workshops and other project-related meetings as required
• Develop and write reports, abstracts, and presentations associated with projects for governments and for internal, national, and international meetings
• Produce, and contribute to the development of scientific papers
• Provide input into the conceptual direction of projects, including contributions to writing appropriate grant applications
• Coordinate and manage multiple projects with a high degree of autonomy

CRITERIA

You will have:

• Postgraduate degree MSc or higher in economics, epidemiology, public health, mathematics, statistics,  computer science, economics, or a similar field or commiserate work experience
• Excellent written and oral communication skills
• Experience in health and/or development
• Demonstrated project management experience including the ability to manage competing deadlines
• Demonstrated management experience, including the ability to coordinate projects and also team members
• Professional-level fluency in languages other than English (particularly Spanish and French) (preferable)
• Expertise in public health or development surveillance (preferable)
• Expertise in costing and economics (preferable)
• Professional experience in public policy development and implementation (preferable)

Some travel, up to 30%, may be required.
