The Community Wellbeing Directorate prioritises its focus and efforts on meeting our vision and strategic plans, and positions Banyule City Council as a leader indelivering innovative and forward-thinking community programs and services. The Community Wellbeing Directorate is made up of four key areas: Inclusive and Creative Communities; Family and Community Services; Healthy and Active Communities; and Resilient and Connected Communities.
The Community Resilience and Health [CR&H] unit consists of the Public Health Protection, Community Resilience and Emergency Management program areas that work together to build capacity across the community in public health, wellbeing, environmental health, community safety and resilience and emergency preparedness, response, relief and recovery. The unit is responsible for the development of fully integrated strategic and operational plans, to respond to incidents affecting the community and to promote and maintain high standards of, public health and wellbeing, community resilience and emergency preparedness across Banyule.
About the Role:
The Community Resilience Lead is responsible for community resilience in the areas of health and wellbeing, community safety, social engagement, and emergency management through the building of community knowledge, stakeholder engagement, educational opportunities, community capacity and capability.
Community Resilience, Community Safety, Health and Wellbeing:
Lead the organisational response to community resilience through education and capacity building to enhance the wellbeing of the Banyule community, through the promotion of resilience programs and the enforcement of legislation.
Community Resilience is reflected in the way that community responds to acute shocks and chronic stresses and assists in the response and recovery as well as future planning for significant events.
Provide support and oversee the complaints processes regarding amenity and nuisances in terms of health and wellbeing and work in partnership with the Public Health Protection unit to protect and enhance the health and wellbeing of the Banyule community, through the promotion of public health and the enforcement of legislation as required.
Support Council’s integrated planning and operational emergency management framework to respond to incidents affecting the community.
Contribute to Council’s emergency response and recovery processes and undertake the role of Deputy Municipal Emergency Management Officer (Deputy MEMO) as required.
Continually develop and maintain a partnership approach to community safety and emergency management, based on relationships at all levels within the organisation, the community and external agencies.
Skills, experience and certificates:
- Qualification and substantial experience in experience in community resilience, community safety, community development and/or environmental or public health
- Effective communication skills and ability to deliver community-based programs
- Ability to oversee program area budgets and operate within local government procurement and finance requirements
- The ability to break down problems, assess and interpret options, and use research, experience and judgement to develop sound and timely solutions
- Demonstrated ability to work in a team and facilitate training, presentations, public speaking and represent the interests of Council
- Demonstrated ability to plan for and deliver specific outcomes within clearly defined time and resource constraints, to achieve quality results in line with Council’s values
- Ability to undertake the role of Deputy Municipal Emergency Management Officer (D/MEMO) as the delegate for Council
- Demonstrated experience in leading diverse teams and complex program areas
