Premiers and chief ministers are preparing to lobby the federal government to reform Australia's “broken: healthcare system.

Leaders gather this week for National Cabinet's first meeting of 2023, which will hear claims that Medicare is placing a burden on state budgets and needs a funding overhaul. 

“We run hospitals for the Commonwealth government, through Medicare, and that system is broken,” Victoria’s Premier Andrews says.

“You cannot find a bulk-billing doctor, particularly after hours, and that's not the way it should be.”

Some experts have recommended changing to a “blended funding model”, in which GPs get their current “fee-for-service” payments, as well as a “holistic” payment for their oversight of patient care for an extended period.
