The Victorian Government will spend millions improving services for mentally ill people at risk of committing crimes. 
 
$44 million will go to an expansion of the Thomas Embling Hospital, where people with mental health issues are often sent as an alternative to prison. 
 
Additional funding will cover specialist treatments and community legal programs to help identify those at risk of committing offences. 
 
It will be the first major funding to expand the Thomas Embling Hospital in over 20 years. 
 
The hospital has been plagued with issues in recent times, and was recently announced as the recipient of an additional $9.5 million for 10 extra beds.
